Imagine That Inc. uses the following VPAT to report information regarding the accessibility of its ExtendSim software products (ExtendSim Pro, ExtendSim DE, and ExtendSim CP). A standard form developed by the Information Technology Industry Council (ITI) VPAT is used by Federal contracting officials to make preliminary assessments regarding a product’s compliance with Section 508 of the Rehabilitation Act (accessibility of data and information to people with disabilities.)

The following definitions are used in this form:

  • Supports • The product meets the letter and intent of the Criteria
  • Supports with Exceptions • The product does not fully meet the Criteria, but provides some level of access relative to the Criteria

Criteria Supporting Features Remarks and Explanations
(a) When software is designed to run on a system that has a keyboard, product functions shall be executable from a keyboard where the function itself or the result of performing a function can be discerned textually. Supports with Exceptions.
Most ExtendSim functions are executable from a keyboard. Features such as Keyboard Shortcuts, Menu Commands, and tabbing from one dialog field to the next, are readily available throughout ExtendSim products.
Accessibility exceptions include limited keyboard access or navigation in some popup menus and dialog windows. Many of these limitations can be addressed by using the ExtendSim scripting features and other ExtendSim API functions.
(b) Applications shall not disrupt or disable activated features of other products that are identified as accessibility features, where those features are developed and documented according to industry standards. Applications also shall not disrupt or disable activated features of any operating system that are identified as accessibility features where the application programming interface for those accessibility features has been documented by the manufacturer of the operating system and is available to the product developer. ExtendSim products support the accessibility settings of the operating system. ExtendSim does not disrupt or disable activated accessibility features of operating systems or other products, where the features have been identified and documented according to industry standards.
 
(c) A well-defined on-screen indication of the current focus shall be provided that moves among interactive interface elements as the input focus changes. The focus shall be programmatically exposed so that Assistive Technology can track focus and focus changes. Supports with Exceptions.
The on-screen focus is well-defined and moves among interactive interface elements as the input focus changes. The focus is programmatically exposed in dialogs and ExtendSim function calls can be used to set the current focus and determine the previous focus.
Exceptions involve limited or lacking information conveyed about non-dialog UI elements.
(d) Sufficient information about a user interface element including the identity, operation and state of the element shall be available to Assistive Technology. When an image represents a program element, the information conveyed by the image must also be available in text. Supports.
Textual captions are available for all UI elements: menu bars, toolbars, blocks, dialog fields and controls, and so forth. UI elements are also programmatically exposed through the ExtendSim API , enabling 3rd party developers to produce accessibility-related products as add-ons for ExtendSim.
 
(e) When bitmap images are used to identify controls, status indicators, or other programmatic elements, the meaning assigned to those images shall be consistent throughout an application's performance. Supports.
ExtendSim uses standard and consistent images for controls, status indicators, and other programmatic elements throughout the application.
 
(f) Textual information shall be provided through operating system functions for displaying text. The minimum information that shall be made available is text content, text input caret location, and text attributes. Supports.
ExtendSim products use standard system functions to exchange textual information with the operating system.
 
(g) Applications shall not override user selected contrast and color selections and other individual display attributes. Supports.
ExtendSim products do not override user-selected settings for contrast, color and other individual display attributes.
 
(h) When animation is displayed, the information shall be displayable in at least one non-animated presentation mode at the option of the user. Supports.
ExtendSim products allow the user to select how to display critical information: textually, through animation, or both. The user can turn animation on or off using the keyboard or menu commands.
 
(i) Color coding shall not be used as the only means of conveying information, indicating an action, prompting a response, or distinguishing a visual element. Supports.
Each use of color coding in ExtendSim products has an alternate method for conveying the same information without color.
 
(j) When a product permits a user to adjust color and contrast settings, a variety of color selections capable of producing a range of contrast levels shall be provided. Supports.
ExtendSim products support the operating system color choices for text and background colors and a wide range of pattern options and contrast levels.
 
(k) Software shall not use flashing or blinking text, objects, or other elements having a flash or blink frequency greater than 2 Hz and lower than 55 Hz. Supports with Exceptions.
Standard UI elements in ExtendSim products do not use flashing or blinking with a frequency greater than 2Hz or lower than 55Hz. In non-standard (custom programmed) elements, the user can control the frequency of the flashing or blinking.
Minor exceptions in ExtendSim products include flashing in certain rare circumstances such as when the software is first installed.
(l) When electronic forms are used, the form shall allow people using Assistive Technology to access the information, field elements, and functionality required for completion and submission of the form, including all directions and cues. Supports.
ExtendSim block dialogs are form equivalents. ExtendSim provides keyboard alternatives for navigating through block dialogs and elements of the dialog, including fields to be completed, have sufficiently descriptive text labels located near them. Each ExtendSim block dialog has textual captions and other non-editable text that is not in a form field, identifying labels proximate to their associated form fields, and block Help instructions that can be accessed through the keyboard.
 

Section 1194.31 Functional Performance Criteria Detail

(a) At least one mode of operation and information retrieval that does not require user vision shall be provided, or support for Assistive Technology used by people who are blind or visually impaired shall be provided. Supports with Exceptions.
Because UI elements are programmatically exposed through the ExtendSim API, Assistive Technology can be used to provide audio equivalents of the textual captions for UI elements such as menu bars, dialog fields, toolbars, and so forth.
Exceptions are that some UI elements do not have textual captions that can be converted into audio equivalents.
(b) At least one mode of operation and information retrieval that does not require visual acuity greater than 20/70 shall be provided in audio and enlarged print output working together or independently, or support for Assistive Technology used by people who are visually impaired shall be provided. Supports with Exceptions.
ExtendSim products have zoom features in critical areas for users with reduced levels of visual acuity. Most UI elements are programmatically exposed and accessible by Assistive Technology to provide audio output.
Exceptions are: some UI elements do not have textual captions that can be converted into audio equivalents; some operations, such as textual captions, cannot be enlarged; some UI elements do not retain their operational abilities when enlarged.
(c) At least one mode of operation and information retrieval that does not require user hearing shall be provided, or support for Assistive Technology used by people who are deaf or hard of hearing shall be provided. Supports.
ExtendSim products do not require user hearing for operation and information retrieval. In instances where audio cues are given, ExtendSim supports enhanced auditory levels and provides a visual cue.
 
(d) Where audio information is important for the use of a product, at least one mode of operation and information retrieval shall be provided in an enhanced auditory fashion, or support for assistive hearing devices shall be provided. Not Applicable. Criteria 1194.31 (d) is not applicable because audio information is not important for the use of ExtendSim products.
(e) At least one mode of operation and information retrieval that does not require user speech shall be provided, or support for Assistive Technology used by people with disabilities shall be provided. Supports. Every mode of operation and information retrieval in ExtendSim products is independent of user speech.  
(f) At least one mode of operation and information retrieval that does not require fine motor control or simultaneous actions and that is operable with limited reach and strength shall be provided. Supports with Exceptions. Users can perform critical operations and retrieve information through the keyboard using non simultaneous actions. Exceptions are that not all operations can be performed through the keyboard.

The Imagine That Inc. support staff are also familiar with such features as keyboard access, auditory prompts, scripting, and other options important to people with disabilities.
 
(c) Support services for products shall accommodate the communication needs of end-users with disabilities. Supports.
